On 28 September 2013, two employees of the Complaint Affairs Directorate, Office of the Inspector General in the National Security Agency attended a lecture, organized by the National Institution for Human Rights at the Diplomat Hotel under the theme "The right to freedom of opinion & expression" delivered by Mahmoud Mohamed Qandeel.
